Guide to applying for your Handgun Qualification License (HQL)

Maryland Law: Unless otherwise exempt, as of October 1, 2013, a Maryland resident must possess a valid Handgun Qualification License before he/she may purchase, rent, or receive a handgun. There are different exemptions for current and former State of MD law enforcement officers, current and former military, and individuals that lawfully own a regulated handgun prior to October 1, 2013.

 

The three basic steps to obtaining a Maryland HQL:

Step 2 – Get fingerprinted with a LiveScan fingerprinting service. For your convenience, our HQL classes also host a LiceScan fingerprinting service, on-site, for a separate fee, making the course a "one stop shop." The following website will provide additional fingerprinting locations: https://www.dpscs.state.md.us/publicservs/fingerprint.shtml. At times, it may be better to do a google search for nearby fingerprinting locations, as that process has been known to occasionally yield closer locations. Your appointment should last approximately 15 minutes. They will scan your fingerprints electronically. Regardless of where you get the prints taken, please remember that your prints will only be accepted by MSP if they were taken within the previous 30 days of your application submission! 

 

Here is the information that you should provide to the LiveScan technician for fingerprinting (if they ask- sometimes they already know this information):

Reason Fingerprinted: MD Public Safety Article, Section 5-117.1 pertaining to HQL

 

Remember to save your LiveScan tracking number so you can enter it into your application on the Maryland State Police website under the “demographics” section.

Step 3 - Fill out and submit the on-line application.

 

  • Google mdsp.org or search for 'MD State Police Login'

  • On the left, under 'citizen services," click on "licensing and registration.”

  • Scroll down to a picture of a handgun; under that pic it reads "firearms." Click on that pic.

  • Under "firearms information" click on "Handgun Qualification License."

  • Scroll down to "How to Apply." Click on "For access please click HERE.”

  • Create a user ID and password. Be sure to read the directions thoroughly. 

  • MD HQL Standard is the license you are applying for.

  • Fill out form and reference information provided at class. 

  • On the prerequisites page, the form will ask you for your instructor’s certificate number.

  • Enter the “QHIC-2020-XXXX” number listed on your certificate obtained at the course and click “validate.”

  • Pay for the license and submit your application online.

  • If you have any issues with the application, please first call MDSP Directly at 410-653-4500, and then call your instructor at the contact number listed above. We will ensure that you are assisted through the application process.

Congrats! If approved, you will receive your HQL within the 30 days following application submission. The HQL will be an emailed letter, as they are no longer printing permit cards.
